Dr. Max Polyakov is a co-founder of “Association Noosphere” and an international entrepreneur in the field of space technology and IT, investor, and philanthropist.

Dr. Polyakov, as the author of more than 20 research papers on the knowledge economy, co-author of a dozen US patents, and a driving inspiration behind the business philosophy of Earth Observer Vision, embodies the philosophical wisdom of Vladimir Vernadsky and his Noosphere concept.

In 2013, Dr. Polyakov was awarded a Ph.D. in International Economics. The title of his thesis was “A Paradigm Model for Information Technology Development in the Global Economy and Forms for its Realization.” In 2019, Polyakov also earned a Doctor of Economic Sciences with his thesis, “Global Determinants of the Formation and Development of the Knowledge Economy.” In his academic work, Dr. Polyakov views the knowledge economy as an organizational type of society in which knowledge is the key resource. The factors of production and dissemination of innovation play a decisive role, forming the basis of the main areas of activity and the system of socio-economic relations.

The foundations of Dr. Polyakov’s scientific research

As both a scholar and a practitioner, Dr. Polyakov argues that the modern world has reached a stage at which innovation based on physical phenomena is gradually losing momentum. This slowdown is linked to the progressive exhaustion of the stock of fundamental knowledge accumulated during the paradigmatic phase of scientific cognition. At the same time, research into informational phenomena remains in a pre-paradigmatic, empirical-heuristic stage and is advancing only slowly. This overall deceleration of cognition constrains opportunities for economic and social development and has led to the proliferation of numerous, weakly structured scientific disciplines that are difficult to systematize.

To solve this problem, Dr. Polyakov has proposed a comprehensive model relevant to the current moment. The model integrates both cognition and management, as well as the convergence of natural sciences and humanitarian knowledge. Dr. Polyakov’s model is based on Vernadsky’s notion of the “Noosphere.” This concept represents an image of the world that connects society with wildlife and inanimate nature through the paradigm of sign construction. The development of this image is governed by phylogenetic and ontogenetic knowledge model, integrating the ideas of Georg Hegel (ascent from the abstract to the concrete); Karl Marx (transformed forms of consciousness); Alexei Losev (philosophy of name); Thomas Kuhn (the structure of scientific revolutions); Merab Mamardashvili (the quasi-physical effects of non-physical phenomena); and Lyndon LaRouche (physical economics).

Dr. Polyakov’s quasi-physical model of cognition has been approved at conferences and publications in the United States, the European Union, China, and elsewhere. Currently, Dr. Polyakov and his scientific school are developing this model and putting it into practice to solve both theoretical and practical problems. In particular, Dr. Polyakov’s model laid the foundation for the creation of the Noosphere ecosystem, which promotes the development of startups in Ukraine.

Its ecosystem encompasses initiatives for young enthusiasts and aspiring engineers interested in learning and building successful careers in STEM fields, as well as helping develop ideas into successful projects. Other successful companies that also support the philosophy of the Noosphere ecosystem are ready to share knowledge and experience in the field to help young teams bring their ideas to life.

Flagship initiatives in the Noosphere ecosystem include: the Noosphere Engineering School, a series of cutting-edge technology laboratories based in Ukrainian universities; the “Vernadsky Challenge,” an engineering startup competition with a grant award of 2 million UAH; and “BestRoboFest,” a family festival with robotics competitions with both young and adult participants. Together, these projects bring together thousands of people across Ukraine every year.

Since its founding, the Noosphere ecosystem has evolved into a worldwide movement that collaborates with a number of international organizations and hosts numerous international events. Thus, in 2015, the World Air Sports Federation (FAI) European Championship for Space Models was held in Ukraine for the first time. Following the success of the FAI European Championships, Noosphere hosted the 2016 FAI World Championships for Space Models in Lviv, Ukraine. In 2017, Noosphere became a technical partner of the FAI, and Dr. Polyakov was recognized as an FAI Companion of Honor.

Passion for space and engineering has also been a significant motivation for the Noosphere movement, and the renovations of the Planetarium and Gagarin Park in Dnipro city, accomplished with Dr. Polyakov’s support, are just the latest of his commitments in these areas.

In addition to his scientific and philanthropic activities, Dr. Polyakov has, for more than two decades, been launching profitable, impactful businesses. He has built companies that were later sold to entities such as Oracle and Blackstone. Dr. Polyakov is also the founder or co-owner of Noosphere Venture Partners, EOS Data Analytics, SETS, Renatus, Maxpay, Firefly Aerospace, Clickdealer, Maxymiser, Murka, and many other companies. Under Dr. Polyakov’s direction, thanks to his vision and sharp business acumen, the Noosphere ecosystem will undoubtedly continue creating new opportunities for developing innovative solutions and scientific approaches.
